A common question that is confusing to many citizens is the “three reading rule”.  An ordinance is subject to reading on three separate occasions unless 2/3 of Councilmembers agree to approve the ordinance on the first reading.  Most legislation is routine so section 2.06 (f) of the Englewood City Charter provides this method to publicly expedite business transactions for efficient government operations and streamlines bureaucratic red tape.  You can access the City Charter at the following link:  https://codelibrary.amlegal.com/codes/englewood/latest/englewood_oh/0-0-0-45706
